Change order software processes what you receive. It does nothing about why the same scope gaps produce the same change orders on every project.

Change order management software manages proposed changes to a construction contract, from submission through pricing, review, negotiation, approval, and adjustment of the contract sum and schedule. Most of the category is built from the perspective of the party issuing changes. If you are funding the work, your problem is the opposite: evaluating pricing you did not prepare, against a scope you defined, under a contract whose terms decide whether the change is chargeable at all.

Change orders are a symptom
A change order is the visible end of something that went wrong earlier: an incomplete drawing set, a specification that did not anticipate a condition, a scope gap between two trades, an allowance that was never a real number. For an owner running repeatable buildouts across many sites, that is expensive in a specific and measurable way, because the same gaps recur across forty stores, each priced individually, each approved on its own merits.
Can this tell me which change orders on this project were predictable from the bid documents?
A vendor that can answer that is solving the expensive problem. A vendor that cannot is selling you a faster approval queue, which is worth having and is not the same thing. This is the same territory as scope gaps at bid time.
